Initial Comment:
As of now, light accepts to build an MSI where two 
<Component> entries have an identical GUID. This is of 
course an authoring error, but quite easy to make when 
using cut&paste.

Also, this leads to hard-to-find bugs in the MSI, where 
the installer gets confused with the state of the two 
different components.

It would be helpful if light issued an error (or at least a 
warning) in such cases.
