Initial Comment:
Perhaps I'm overlooking something, but there doesn't 
appear to be any way to specify merge module 
dependencies.

For example, assume I have two merge modules - A and 
B.  To use B, I must have A installed.  Normally, a record 
in the ModuleDependency table of B's MSM file will do 
the trick.  There doesn't appear to be a way to do this 
in WIX.

Perhaps, using a CustomTable entry would work as a 
temporary workaround?
