Summary: dark not preserving empty tables

Initial Comment:
Probably not a huge bug, but dark isn't preserving empty 
tables from the initial MSI. Some custom actions may 
count on a table existing beforehand so they can add 
dynamic/temp rows to them. Thus a program converted 
with dark might not work when compiled immediately 
back into an MSI.
