#29 alerts_daemon cronjob - configuration

* Hostname defaults to 'staging.dev.wiserearth.org'. There should be an example definition for WEB_ROOT in site_specific_conf.php so that people know to fill it out.

* I get an error:
PHP Warning: include_once(helper/HelperHelper.php): failed to open stream: No such file or directory in /.../wiser_platform/batch/alerts_daemon.php on line 14

Is symfony/lib expected to be part of the include_path?
