Everything is not installed in the correct place because you don't have 
a necessary directory.
1) Using the Finder, GO menu, select "Go to Folder"
type in "/library"  (no " marks)
create a new folder.  Name it Exactly this: "PreferencePanes"  (without 
the quote marks)

Rerun the installer.
Reboot.
You should have the correct preference then.
