This is not really a wireless driver question, but, to reply quickly, if your Airport basestation is connected to the Internet via modem, everything connected to it via wireless has a route to the Internet also. But, if you turn off the default route on the 2nd Powerbook, it should still be able to connect to anything on the local network, but won't be able to send or receive traffic from the Internet.
