Tha MacStumbler docs suggest that it will only work on Airport cards, 
not any other. There is a CL utility that will report networks, but 
not strength of the signal. Unfortunately, I can't find where I got 
it from!

I am about to look at netstumbler for linux, and will report any 
thoughts or findings I might have.
