Were made changes in web code in order to accept web programmers in future: changed the code language to the international language english.

The core can connect to a IRC server and in order to accept new programmers in the future all core language was changed to the international language: English.

All work I done with this project was uploaded to SourceForge Git Repository. There is no unstable version yet so there is no download available.
