Mark is trying to build à version of winstone from Google code, so in this project, he need to use keystone plugin to package all dependencies and server in a single jar. I think that its more a repository mistake or something like this. I haven't get enough time since last three hour to check this... By the way, if you want change default web.xml you could open jar file and replace it by yours. May you could share it ?
