#2 ini file relative to launcher dir

How can I specify an INI filename relative to the launcher?
If I specify a relative path it is relative to the working directory and I don't want to set the laucher dir as working dir.

One way to achieve this is to embed an INI file with a single key (ini.file.location) to specify the location of another INI file to load.
