#2848 Write config log to My Documents/Documents

Currently WinMerge writes the config log file to temp folder. In Vista this temp folder is not user-visible by default. So for most users using Vista the config log is created to "non-existing" folder. They may not even know how to get the folder visible! Or think the file did not get created as they cannot find it.

This patch changes the config log file location to My Documents (in XP and earlier) or Documents (in Vista and later) -folder. And in WinMerge folder there. We are already adding user's filters to subfolder so it is also consistent place for WinMerge files.

    There was a bug - the code failed if the My Documents/WinMerge folder didn't exist.

    Committed a fix that creates the folder if it doesn't exist.
