LinLocalize 1.6 for Windows winlocalize1

winresbind now gives a warning in console and exits with exitcode 1 if empty.dll is missing instead of crash.

fixed res file reading, non linear usage now possible (old delphi projects, projects that import external resources, etc.)

added translation support without available drc file

compileable with delphi xe / xe2
xe3..6 may need some changes

important correction for StringLists in GetFormRes():
now works even if the first value of stringlist ist empty.

Reinstate error message non-utf8 files; forgotten in revision 39

added UTF8 writing for XE2 with compiler switch.
Append UTF8 Codepage to Assignfile makes utf8encode() call in writeln(f, ...) unnecessary,
but still needed for XE support.
Reading is working in the implemented way.

reinstated writing BOM UTF8
reinstated warning against non-UTF8files; they can produce ugly results

added BOM to delphi7.glo
converted delphiXE2_ANSI.glo to delphiXE2_UTF8.glo.
Both versions seem to work ok.
