Commit [r40]  Maximize  Restore  History

added UTF8 writing for XE2 with compiler switch.

Append UTF8 Codepage to Assignfile makes utf8encode() call in writeln(f, ...) unnecessary,
but still needed for XE support.
Reading is working in the implemented way.
