switched off platform warnings for some units.

TWebBrowser Package is just needed on starter Edition of Delphi that does not have this Component,
leave that package uninstalled on professional or higher version of Delphi.

set "detailed map file" option in linlocalize dproj - that should cause drc creation
on delphi versions below xe2

set "output resource string .drc" option in linlocalize dproj -
can localize itself now.
