LinLocalize 1.6 for Windows winlocalize1

new tag, runable beta

added missing file to svn-14

fixed some major and minor bugs, version for field test -
there is much to do, beginning checking that warnings
but that version is running and can be used for testing

moved helpfiles folder

added old glossaries and delphiXE2 de-en glossary (ansi)

modified delete compiled batch:
changed text to english

merged from private branch:
- fixed bug in ressourcestring id calculation (show id now fits to exe and extracted resfile)
- added dcr support to linlocalize to avoid loosing translations
resourcestrings are not stored under its id anymore because id will change after recompile when adding strings. "YOU NEED TO ACTIVATE DRC WRITING IN PROJECT SETTINGS!
resourcestrings are now shown under <id> <unitname_resstringname>
matchcode while updating from exe is just <unitname_resstringname>
<id> changes doesn't harm any more
<id> is updated and just used for writing language resfile <application>.<language>

todo:
- separate <id> from <unitname>_<resourcestringname> (would be better solution)
- add an option "do not delete missing strings" (usefull when compiling different version with compilerswitches or different platforms)

added postcopy to winresbind.dproj
empty.dll is needed by linlocalize executeable

added reading ansi glo files, disabled writing utf8 glo
(todo: add a global configuration item for writing glo as ansi or utf8)
