LinLocalize 1.6 for Windows winlocalize1

added 64bit PE support to winresbind (reintegrated branch)

Attention: winresbind remains as a 32 bit process but can now handle 64bit executeables too.
(auto detect through file fileimagehader/machineinfo from PE File)

Setup needs to install empty32.dll+empty64.dll instead of empty.dll
(winresbind postcopy has been modified)

removed local & identcache files, those files don't need to be versioned

reactivated baseofdata on 32 bit optional header

deleted .local, not need to be versioned

corrected file naming

some testing code/thoughts to get linlocalize deal with 64 executeables.
Will work but switching between 32/64 bit must be implemented correctly (can be detected from file header for example)

recreated empty.dll that will be used as PE header source for shared resource files.
For creating 64 bit shared resources, 64 bit file is needed too.

important for creating empty.dll
- create an empty dll in delphi
- cleanup any resource information, delphi will include some information in any case

removed .identcache and .local files, this files must not be versioned

branched svn-98, test for handling 64 bit executables
