LinLocalize 1.6 for Windows winlocalize1

recreated empty.dll that will be used as PE header source for shared resource files.
For creating 64 bit shared resources, 64 bit file is needed too.

important for creating empty.dll
- create an empty dll in delphi
- cleanup any resource information, delphi will include some information in any case

removed .identcache and .local files, this files must not be versioned

branched svn-98, test for handling 64 bit executables

corrected pad http source, fixed a few warnings in pad file

PAD File for automated submission to download sites

changed version to 1.5.2 (installer is labled as 1.5.2) - that should be changed by any checkin!
after recreating installer that version should be tagged

reintegrated branch svn 58-93 to trunk.
left out translationtest example and translationtest batch (will not work without recreating localize project because of absolute path in loc project)

added simple translation test project with sample code for language switch
added simple translation test project with reinit code (note: system language seems to be prefered)

changed %dp% to "%dp" to get it run on directories with spaces e.g. "project xyz"

added a simple translation test project using reinit unit.
NOTE: Embarcadero's SetLocaleOverride() from HKCU\Software\Embarcadero\Locals\ will be prefered on reinit
