Each time I shut down Windows (Win 2000 SP2) when WinLirc is running the
shutdown process is stopped and it says that Girder is not responding (the
Wait/End/Cancel dialog box...)

Most use around a 38 KHz carrier. There are some that don't, but
they're not too common. I don't know of any lists, though. The IR
gets demodulated by your IR module before the computer, so as long as
