#2 file submission tool

The book makes reference to a file submission tool but
this is not present in the fruc_1_2.zip file.

Presumably this went the same way as the GUI interface
for simplicity but the functionality is still needed.

This can either be done through a new section in the
.ini file called [Files] that list explicit files that
you want sent to the case. Or it can be a standalone
companion program to fruc.exe.

The new ini section would be preferable to me.
