Hello. You're installing Windows Legacy Boot, but you can't install Windows Legacy Boot on the system drive, as the drive must be able to be disconnected (this is stated in the instructions).
You have two options.
1. If you still want to install Windows Legacy Boot, you need to temporarily install Mac OS X on an external drive (flash drive), boot from the external drive, and install.
2. As far as I understand, you're using the OpenCore bootloader for a more modern Mac OS X. If so, you can try installing Windows UEFI.

I was booting from external USB drive, still the same. But today after boot from external drive, I have formated whole internal ssd as GUID ExFat i Windows is installing withou any problem in UEFI mode.
