wincss is a winform style support like css for webpage, you can drag a WinCssComponent to a form/usercontrol and set it's some properties to make you application support UI re-design after you complie your application.
wincss is a auto-apply style default, it mean you can change the style file and save it, application which use this style file will apply these change.
today i will public first vesion, this vesion not contains a designer, it mean you only use another xml designer or text editor to edit the css style file... :(
look at example in project, run testwincss.exe application, open css.xml file and edit it, cancel remark 'first style'(don't exit textwincss.exe), what did you see? remark first style and cancel remark second style, application has what changed?

the first version is uploaded. in this version, developer only need to drag a CssComponent to his Form/UserControl, and set CssComponent' Owner and CssFilePath properties, and the CssComponent will Manage it's owner using css file, developer can changed all Form/UserControl's Controls properties in the css file. now has not the designer for this css file, it's the next step.
