I have some ISO files created from DVD-9 (DL) media; WinCDEmu attempts to mount these files, but the mounted volumes are EMPTY.

    Is this a known limitation?

Not exactly. However, if the files are presented as multi-track ones (double layer may be presented as 2 tracks), WinCDEmu will not mount them. From the other point of view, ISO files are always single-track, so this should be no problem. Do all DVD9 ISO files mount empty?

I'm not using wincdemu at this time.  I'm using another freeware emulator.  I will being resuming a migration to a new install at some point, so I might reexamine wincdemu at that point.
