#17 Mouse Scroll Sensitivity

Currently, when connecting to the VNC server, mouse scroll wheel
increments are locked into a multiple lines at a time rate.

It would be beneficial to be able to either tie the scroll wheel rate to the
settings of the VNC server or the client computer. Or as a third option to
have it as a separate option in the Win2VNC options pane.

The rates could be set as 1 line, 3 lines, whole page, etc.
