#3 Data clensing

In the filters folder (and subfolders) there are data files with good and bad domains and some keywords. Some of these must be present to ensure Willow works out-of-the-box. However, the developers do not wish to publish a list of the sites they visit.

We need a script that cleans this data down to a basic working set prior to release, and another script (perhaps part of the Site config tool) that merges your filter set when you upgrade to a newer version of Willow.
