"It would be useful, and considerate to users, if
wikiserver could let users know that they can't edit
lockedpages before they waste their time typing up
their edits.

Would it be possible to display some message/banner say
at the top of the edit window in that big lump of white
space to the right of the page name?

Here's a starter message:
This page is read-only. Please contact
an administrator if updates are required

(Note: english isn't my first language so you can
probably improve on it...)"
