#578 Allow small letters in the first word of article names!

It is often necessary, to habe articles names like "eGovernment"
or in some languages it is unusual to begin articles with small
letters (i. e. in swedish). But, the Wikipedia changes this to
"EGovernment", which looks very wrong. Why isn't it possible, to
use such names? Is this a software bug? ~~~~
