Currently we block IPs for 24 hours. This renders us
predictable. A deliberate vandal can smack us at 6pm
Thursday, get banned, and come back at 6:01 Friday
knowing that she can pick up where she left off.

Thus, change the IP block to work for a random period
between 12 and 36 hours. This will increase annoyance
to vandals whilst being no more inconvenient to innocent
folks caught in the crossfire.

    That seems little different from just upping the limit to 36
    hours. It's still perfectly predictable that the ban will be
    lifted after 36 hours.

    Yes, to the blocked vandal it is roughly equivalent to upping
    the period to 36 hours. However, to an innocent third party
    who happens to subsequently use that IP, it is roughly
    equivalent to the existing 24 hour period. Thus we increase
    inconvenience to vandals, without increasing inconvenience
    to innocent third parties.

    Genius, eh?
