#9 Wrap bridge util C++ functions for integration into C# code

We need to be able to use the functionality from the bridging utility project here from our C# code. We will need the ability to:
- install and uninstall the virtual bridge adapter
- attach/detach interfaces to/from the bridge
- get the current bridging configuration (is the adapter installed, which interfaces are attached to it, etc.)

Hi Ben,

I have started the project and would like to check it in. I have no idea
how sourceforge works with SVN. Do I just put my new files in the trunk
directory and check them in?
