Nice I will be waiting. One thing is that I asked for iwconfig comand output (without args), not ifconfig. I haven't encountered the bidge schenario, but I assume that the wireless settings should be set per wireless NIC. For priviledged execution (since you also verified it's not selinux related and that apache user can run privileded commands) the only thing that I can come to, is the way php scripts are executed. Are you using mod_php (which should exec with apache user privs), or suPHP (whitch runs that script with the file owner privs ?). Check the corresponings logs also.
