#4 Admin Login / Permissions

Login for administrators (or if necessary, other people who can upload voter data) should be integrated into the site, rather than merely relying on .htaccess. The login framework should allow users to be assigned varying permissions in the future - for instance: database maintenance, data uploads, add other users, add/edit state research...
