[Wgui-general] Mailing lists

As can be seen, we haven't been using the mailing list much, as most of the
discussion has taken place via IM.  We're hoping to change this in the future,
so we can get a better archive of what has been discussed.
I've also created a wgui-cvs mailing list, and set up a CVS script so that all
future CVS commit diffs will be sent there.
