#31 Explain unused mates

Rationalize mate pair data left out of the assembly.

A general report would group unused mates into bins. A detailed report
might explain the problem with each individual mate.

The person who works on this request may have to generate other
requests as prerequisites e.g. that CGW report more information to
stdout.

The report might also list and explain unsatisfied mates, that is mate pairs
whose both reads were placed in the assembly in a way that violates the distance
& orientation inherent in the pairing.
