#2 cns unit test

Create a unit test suite for the Consensus module. It
should include a regression test that proves that code
revisions did not break existing functionality. It
should include a comparison test to show that the same
inputs yield the same outputs on, for instance,
different architectures.

I've got 5 new tests for consensus up and running. Waiting
for sourceforge developer cvs servers to come back up and
will then check them in..
