#203 runCA option to resubmit grid jobs

When grid jobs fail, runCA will report (usually) which jobs failed, but give no help on rerunning them. A simple solution would be to add a runCA option that will force the resubmission of the entire array of jobs. A little bit of work could narrow the resubmission to only those jobs that fail.

Note that this must be OFF by default, else runCA will get stuck in an infinite loop on jobs that deterministically fail.
