#1 User system

If the system is intented to allow multiple user
download / upload. A complete user system should be
there.

1) User should have right in Upload ( create category,
create package and upload files ) Downlaod ( read
category, list packages, and download files) That's
imply the current admin page should be changed. News
system (post /delete/ read) rights also should have.

2) Forum, webmail and instant message should be
implemented.

3) Group concept should be implmented.
