#2040 Feature Request: For a list, set a sort order by specifying ordered list of labels in order of high to low

This is to propose a feature which would allow a user to specify a sort order for a list.
Sort order would be done based on the presence of one of more labels per numeral position. E.g.:
Position 1: has label "bug", has label "approved"
Position 2: has label "high", has label "approved"
Position 3: has label "high"
Position 4: has label "medium"
Position 5: has label "low"

Entries not maching any of the positional sorts would be listed last.
