too bad that this project seems to have died. i love weex and use it for several sites.
however, support for scp (secure copy) does not make too much sense to me. this meens you have ssh access and then you can use rsync -e ssh for the same task.
rsync is configured by command line parameters. i don't know if you can configure standard rsync tasks, but at least you can write a Makefile and use make to only figure out the correct command once.
"man rsync" and a google search should help on the parameters needed to mirror directories.

In CVS you'll find weex 3.0beta which has scp support.
