[Webwork-devel] action chaining

I think I'm ready to go ahead and implement action chaining feature. If you
are interested in the discussion, you can visit the thread below. I'll get
this done and committed soon for others to comment and test drive it. Thanks
to Pat, Jason, and Aapo for their discussion contributions. You gotta like
JIRA :).
