Matt,
controlheader.jsp and text.jsp in \template\chtml extensively use the old
syntax such as "ifNotExists", "ifExists", "ifNotNull" ... so they won't
compile with the current taglib.tld.  I can't say I understand what the
files in that directory are intended to do, so I didn't try to suggest how
they could be updated.
