I have only begun doing WebWork+SiteMesh stuff myself now that I'm rewriting TSS, but boy does it KICK ASS! Depends on what you want in a "portal framework" I guess. Just using WebWork+SiteMesh solves a lot of problems right there, along with good design patterns of course.
