[Webwork-devel] [PATCH] - velocity documentation

I noticed on the "Documentation Update" email the other day that no one was signed up todo velocity docs.. and there is really nothing in CVS now... so here is a start at it... I'm just getting going with webwork, so please forgive any ommisions or incorrect statements..
