Well...just an FYI: I use Apache on Windows ME. Then I deploy on Linux/Apache. Note that WebKit pretty much insulates you from the web server, so other than some extra configuration and testing, delivering on a different web server shouldn't be a problem. So Apache might be your quickest route to be up and running. Geoff T. posted a Python HTTP+webkit server to this list (see the archives) although it may need additional work. And finally, I have heard that Microsoft has something like the "Personal Web Server" for use on 95/98/NT. Don't know anything about it, but if it supports CGI then you're golden.
