[Webvcrplus-disc] setting up webvcr

I'm trying to install webvcr but already am somewhat confused...the HOWTO says

"Now to the fun part :) Setting up WebVCR+! First, go download WebVCR+ here.

Untar the archive into a directory that is in your webserver's root,
so that you can access it through your webserver. Then cd into that
directory and type"

well, i'm not sure what directory my webserver's root is at...or if i
even have one or what?  I have all the required things installed
including apache, which i assume is what i need...any help would be
great...TIA
