We use a Red Hat server that is (with a very few exceptions) identical  
to our production environment and access it over Samba like it's just  
another network drive. That being said, it is fairly easy to obtain  
MySQL, PHP, and Apache for a Windows box and test using "localhost". On  
how to do that, I leave you to the caring hands of Google, as I'm  
primarily a Mac-based guy.
