#17 Make it impossible to relate sections to themselves

It's currently possible to relate sections to
themselves via the "Site Navigation" admin tool. Doing
so will cause all sorts of problems for the site
(including infinite loop preventing site navigation
sidebar from being displayed on showform admin forms).
Should remove the ability to create this relationship,
as inexperienced admins are bound to do it from time to
time.
