#1 dependency for xerces no longer required in Eclipse 3.x

the JNLP wizard does not appear in Eclipse 3.x.
That's because of a missing dependency from org.apache.xerces
that was in the Eclipse 2.x installation but not in the latest.
The solution is to download an old 2.x, move the
org.apache.xerces-(version) folder in the plugin folder of the 3.x
version and restart.
