WebPT prototype

WebPTModel is now built with a PA name used to define where the uploads and DBs for this PA are in /var/www/webpt/

DBs for users and submissions are now separated

Refactoring - preparing ground for splitting DB. getDB method is now taking a string specifying the DB file name. The DB has also been relocated to /var/www/webpt for now. This will work only on redhat systems since the folder is innapropriate for debian ones. Scripts to deploy have not been yet updated
