Webolize Issue Tracker adds file upload/download funtionalitly. Files similar to issues are added in a project. This helps project managers group files and issues together and combined with time tracker project management is easy because from the dashboard you can view budget, how far along the project is and stay on top of issues.

- Deduce "changes" and record in db as a "CHANGE"
- Create ability to choose the default version
new issues are assigned to when created
- make project nav visible from CreateNewIssue
- Make ProjectNav visible from ViewIssue and
EditIssue
- in ProjectNav have a "next" button - which goes
to current version being worked on
