[Webminstats-updates] bugfix for webminstats 0.10.3

Sorry : there is a bug in last webminstats release (0.10.3).
If you download it before the 8 dec, you should update the
sysstats-lib.pl file with the attached file.

the symptom of the bug is a message in log file as
"xxxx command can not be execute"
