[Webminstats-updates] webminstats 2.3 (stable) released

Hi,

This is a major release : names of modules directory are changed. The upgrade
has been tested and work for me, but do not forget to have backups.

bugfix :
* recode read/write_state to use get_state_name

new features :
* add snapshot directory in module configuration
* add mailto variable (for cron) in module configuration
* add log on aquisition warnings
* add log on action
* new action mailto, allow specify mail dest

improvement :
* (diskio) show all partitions
* does not need any more atd (recoded graph cleaning)
* can now activate/desactivate actions

incompatibilities :
* change module directory name : suppress version in name

others :
* add new lib sysstats-io-lib.pl
